Hillsborough Bridge Bike Lane Petition

To the legislative assembly of Prince Edward Island:
These are the reasons for the petition:
The Provincial Government has made the following commitments:
1. On May 26th, 2017, provincial government announced that an active transportation lane
will be built along the Hillsborough bridge in conjunction with the wastewater delivery
pipeline from Stratford to Charlottetown
2. On July 12th, 2019, the current provincial government committed to reducing the
greenhouse emissions in the province to less than 1.2 megatonnes of carbon dioxide
equivalent per year by 2030 under the Climate Leadership Act
AND WHEREAS: the provincial government have expressed implicit support for Active
Transportation lanes generally:
3. The PEI Climate Change Action Plan, item 11 states that “government will develop
initiatives that contribute to a more sustainable transit system .”
4. The director of PEI’s Climate Change Secretariat told the Special Legislative Committee
on Climate Change that bold action is needed to meet said target
AND WHEREAS: the municipal governments of the City of Charlottetown and the Town of
Stratford have expressed explicit support for an Active Transportation lane on the Hillsborough
Bridge
5. The 2012 Regional Active Transportation Plan describes the support for an active
transportation lane on the Hillsborough Bridge in:
a. section 2.4, recommends enhanced cycling and pedestrian access to the
Hillsborough Bridge, detailed in Exhibit 6.
b. section 2.6 describes Stratford’s Sustainable Strategic Plan & Vision 2028 which
recommends improvements to the pedestrian and cycling infrastructure to cross
the Hillsborough Bridge, with specific concept design see Exhibit 10
c. Section 4.1 G calls for a short-term solution for cycling an active transportation
lane across the Hillsborough Bridge
d. Section 4.2 D calls for a long-term solution for cycling an active transportation
lane across the Hillsborough Bridge
AND CONSIDERING THAT
6. Cycling across the Hillsborough Bridge is dangerous , particularly when merging and
turning
7. Ridership would increase if people felt safer on these high traffic stretches of highway
THEREFORE we petition the Legislative Assembly as follows:
1. to urge government to complete construction of a dedicated active transportation lane
across the Hillsborough Bridge during this government’s mandate.

the construction of an active transportation lane across the Hillsborough Bridge during
this government’s mandate . The more signatures we collect, the more powerful our statement
to government — that the people of PEI want this to happen, and the sooner, the better for all!

● No duplicate signatures, please — you can only sign this petition ONCE (no matter how
much you want it to happen)!
● Anyone living in Prince Edward Island can sign — you don’t have to live in Charlottetown
or Stratford!
● Please send an email to bfcpei@gmail.com when you have a full (or nearly-full) signing
page to arrange pick-up — we would like to collect all signing pages together by
November 18th, 2019 so the petition can be presented during the fall sitting of the
legislature.
